Parliament questions repeat every year. Learn the two Houses side by side and the bill process, and you can answer most of them. WHAT MAKES PARLIAMENT • Parliament = President + Lok Sabha (House of the People) + Rajya Sabha (Council of States). LOK SABHA (Lower House) • Maximum strength 552; members directly elected by the people. • Normal term 5 years; can be dissolved earlier. • Presiding officer: the Speaker. • Money Bills can be introduced ONLY here (Article 110). RAJYA SABHA (Upper House) • Maximum strength 250; mostly elected indirectly by State Legislative Assemblies (12 nominated by the President). • A permanent house — it is never fully dissolved; one-third of members retire every two years (6-year terms). • Presiding officer: the Vice-President of India (ex-officio Chairman). HOW A BILL BECOMES LAW • Introduced → debated and passed in both Houses → President's assent → becomes an Act. • A Money Bill needs only Lok Sabha's will; Rajya Sabha can suggest changes within 14 days but cannot reject it. • In a deadlock over an ordinary bill, a joint sitting (Article 108) may be called, chaired by the Speaker. संसद के प्रश्न हर वर्ष दोहराते हैं। दोनों सदनों को साथ-साथ एवं विधेयक प्रक्रिया सीख लें, तो अधिकांश हल हो जाते हैं। संसद किससे बनती है • संसद = राष्ट्रपति + लोकसभा (लोगों का सदन) + राज्यसभा (राज्यों की परिषद)। लोकसभा (निचला सदन) • अधिकतम संख्या 552; सदस्य जनता द्वारा प्रत्यक्ष निर्वाचित। • सामान्य कार्यकाल 5 वर्ष; पहले भंग हो सकती है। • पीठासीन अधिकारी: अध्यक्ष (स्पीकर)। • धन विधेयक केवल यहीं प्रस्तुत हो सकते हैं (अनुच्छेद 110)। राज्यसभा (ऊपरी सदन) • अधिकतम संख्या 250; अधिकांश राज्य विधानसभाओं द्वारा अप्रत्यक्ष निर्वाचित (12 राष्ट्रपति द्वारा नामित)। • स्थायी सदन — कभी पूर्णतः भंग नहीं होती; हर दो वर्ष में एक-तिहाई सदस्य सेवानिवृत्त (6-वर्षीय कार्यकाल)। • पीठासीन अधिकारी: भारत के उपराष्ट्रपति (पदेन सभापति)। विधेयक कैसे कानून बनता है • प्रस्तुत → दोनों सदनों में बहस एवं पारित → राष्ट्रपति की स्वीकृति → अधिनियम बनता है। • धन विधेयक हेतु केवल लोकसभा की इच्छा चाहिए; राज्यसभा 14 दिनों में सुझाव दे सकती है पर अस्वीकार नहीं कर सकती। • साधारण विधेयक पर गतिरोध में संयुक्त बैठक (अनुच्छेद 108) बुलाई जा सकती है, जिसकी अध्यक्षता स्पीकर करते हैं। परीक्षा दृष्टि: "धन विधेयक = लोकसभा", "राज्यसभा = स्थायी, VP सभापति", "संयुक्त बैठक = स्पीकर अध्यक्षता"। Govt Exam Center पर दैनिक राजव्यवस्था क्विज़ से पक्का करें।
